Methuen, area by area

Mill and mansion, hills and river

The state's historical survey describes Methuen's past as "mill and mansion": textile mills along the Spicket River and the Merrimack, and grand estates in the center. The land itself is uneven. Poplar Hill reaches 374 feet, several hills are drumlins, glacial till covers about 60 percent of the city, and some soils are mostly rock outcrop. Along the rivers, nearly 2,000 acres fall in the 100-year floodplain.

Methuen Center

Where three local millionaires built estates, including the Searles and Tenney properties, enclosed by monumental stone walls that are now landmarks. Large Victorian houses stand near Nevins Park, and the sandy and gravelly outwash here drains well. Part of the center is a local historic district.

Arlington

Dense two- and three-family houses built for workers at the Arlington Mills, on the Lawrence line. Small lots, where a compact patio, a narrow side walk and drainage away from the foundation make the biggest difference.

West End

Lower-density single-family streets, including most of the city's steep ground: slopes over 15 percent are concentrated in the northern and western West End. Retaining walls and terraced yards are common needs.

Pleasant Valley

In southeast Methuen between the Merrimack and I-495, opened up by streetcar lines in the 1890s and still home to active farms. Lots range from older neighborhood parcels to open land.

Hampshire Road area

The northwest corner near the Salem, NH line, with remaining farmland and the city's largest mapped aquifer. The Spicket River tends to flood where it enters Methuen here, so drainage and wetland review shape yard plans.

Wetland setbacks

Methuen's 35-foot line

Methuen's Conservation Commission enforces a city wetlands ordinance alongside the state law, with jurisdiction within 100 feet of any bank and of the 100-year storm line. Its 2025 rules add a setback policy that's stricter than the state's:

  • Within 35 feet of a wetland boundary: work is not permitted.
  • 36 to 50 feet: presumed harmful, allowed only on clear and convincing evidence.
  • 50 to 100 feet: reviewed case by case.

The rules spell out that a fence, driveway or landscaping project counts as construction. Lawns and yards that existed by September 30, 2004 can be maintained inside 50 feet but not expanded. With wet muck soils in parts of the city and long stretches of brook and pond frontage, it's worth knowing where your wetland line is before you plan a patio or a new bed.

The city also has a stormwater management and erosion control ordinance, administered by the same Conservation Division.

Permits and local rules

Permits and approvals in Methuen

Building permit. The Inspections Division in the Searles Building issues permits, with applications online. Under the state building code, retaining walls over four feet from the bottom of the footing, or walls supporting a load above, need a permit and a licensed construction supervisor.

Conservation. The Conservation Division, also at 41 Pleasant Street, handles wetland filings under the city ordinance and the 35/50/100-foot setback policy above.

Searles Tenney Nevins Historic District. A local historic district under state law. Work visible from a public street needs a Certificate of Appropriateness, and fences, walls, terraces, steps, paving and driveways all count as structures.

Outdoor watering. Methuen draws its water from the Merrimack River and posts any water supply conservation restrictions on the city website. Check before scheduling a summer planting.

Licensing. We verify the credentials a job requires before we send a contractor any calls.

New England Landscapers is a referral service. We don't pull permits or do landscaping work. The contractor who does the job handles the permit.

FAQ

Methuen questions

How close to a wetland can I do yard work in Methuen?

The Conservation Commission's regulations don't permit work within 35 feet of a wetland boundary. Work 36 to 50 feet away is presumed harmful and allowed only with clear and convincing evidence, and the 50-to-100-foot buffer is reviewed case by case. The definition of construction includes fences, driveways and landscaping projects.

Can I keep using a lawn that's already close to a wetland?

Yes. Under the Commission's rules, yards that existed on or before September 30, 2004 can be maintained within 50 feet of a wetland, but not expanded.

I live in the Searles Tenney Nevins Historic District. What needs approval?

Work visible from a public street needs a Certificate of Appropriateness. The district's rules count fences, walls, terraces, steps, paving and driveways as structures, so most visible hardscape goes to the Historic District Commission first.

Do I need a permit for a retaining wall?

Under the state building code, walls over four feet from the bottom of the footing, or walls supporting a load such as a driveway, need a building permit from the Inspections Division and a licensed construction supervisor. Methuen's zoning also treats retaining walls and fences as structures.

Is there a charge to use New England Landscapers?

No. The call and the referral are free to homeowners. Your estimate and any work are agreed directly between you and the contractor.
